I think we agree on most things. I don't see any reason why shopping, driver's license tests etc. shouldn't be doable in other languages than the official language - but it is quite hard to do public administration if all the papers are in punjabi and you don't know that language. You simply have to standardize on a few working languages, and these languages are then the official language.

Also - requiring a vehicle to have a "LONG VEHICLE" sign, but not putting any requirements on the language, will take away the effect of the sign. What about Parking signs? A chinese letter on a blue background, how many people will guess that this chinese letter means parking? I find it very useful that all parking signs have a big "P" on it.
