Wars of aggression tend to end badly. Puppet "governments" are not treated with respect. The US could bring in the UN, but from all appearances, Bush would rather continue down the path he set us on some months ago than take responsibility for the costly mess we made in Iraq. If he is really prepared to take responsibility, he would bring in the UN today.
