how about this- the old folks can stay at present rates if they actually LIVE in the house.

Go ahead and argue against it, I have heard every argument to support the age discrimiation that is prop 13 for decades now. There are plenty of legislatures that would love to kill prop 13, the tech industry wants it dead, even some RE lobbies. This is obviously the key tax issue in the state and it is great we have somebody who has the power to klll it once and for all. If this were really about those little old ladies then no one should have any problem with the "live in it or leave it" rule.
