I need to back up some and say contrary to what Elroy said Prop 13 does not freeze property tax it limits the rise in valuations to 2% per annum.

... many years of accumulated capital gans on which they may owe a much lower tax, if any, than when prop 13 was enacted...

I don't see how anyone can have lower taxes than before Prop 13. Are your refurring to the 250/500 two year rule for residences? If so please everyone leave it alone, I'm not done with it yet.)
