The UN document was for UN approved action only. The US cannot appropriately claim to have acted unilaterally based on a UN document. And...the US has not claimed that. So any mention of 1440 is irrelevant.
The inspection teams had reported that the inspection process was working.
The truth is that the neocon idiots in the administration had wanted to invade Iraq for years. Then they set about a deliberate propaganda campaign to lie to and frighten the very people of whom they are supposed to represent in order to claim they had "support" for the invasion.
