Congress can withdraw from international treaties, but it cannot make international law. Congress has no legal authority whatsoever in Iraq or anywhere else outside the United States. Bush can destroy what was built by many other people far better than himself -- but he has shown no ability to build anything at all. Bush has power. But it takes more than power to make a leader. He is not an international leader -- he has no respect as an international leader, and he has done nothing to earn that respect. He lacks the courage and strength to work within the UN.
