Ted,

The problem is that on a normal days, rail lines subway, Long Island Railroad, Metro North, New Jersey Transit, PATH (Porth Authority Trans Hudson) take an enormous number of people. All of them were shut down. So the only way in or out of Manhattan were car, bus, or by walking. And walking to outer boroughs, you are talking really long distance.

Anyway, to make things worse, there were no traffic lights, which turned everything into gridlock.
