Don't know what you mean by "exiguous" here. Seems to me that the pertinent word is "credible". If nobody believes that you are carrying a big stick then you don't have one. Somehow, speaking softly and carrying nothing doesn't work half so well. After Gulf War I and eight years of Clinton, the Middle East had ceased to believe in the credibility of America's big stick. OBL just said what many believed - a few cruise missiles lobbed at you, what was that? Nothing you couldn't weather. Now they have reassessed, and will at least ponder the size of the stick next time America speaks softly.
