Chubais: UES to Study Power Failure

The head of Russia's electricity monopoly said Friday that he had set up a group to analyze the causes of the power failure that occurred in the United States and Canada, Itar-Tass reported.

Anatoly Chubais said he wanted the group to study Thursday's massive breakdown so that measures could be taken to avoid such a crisis in Russia.

But according to Chubais, Russia's system for preventing accidents is better than that in the United States, and an accident on the scale of that which happened in the United States and Canada "could not happen" in Russia.

Chubais, who is considered the brains behind Russia's privatization of state property in the 1990s, is now in charge of reforming the electricity sector.
