if you are certain that you are configuring your NAV option settings properly, and if you have searched the symantec knowledgebase for solutions to your problem, then uninstall/reinstall definitely sounds like a way to go.

i'd spend some time with this document first if i were you...

How to enable and disable Norton AntiVirus Auto-Protect
service1.symantec.com

if you find yourself going the uninstall/reinstall route, keep in mind that there is a whole prescribed regimen to adhere to in order to even have a chance of getting through the process correctly the first time.

i will offer you some advice that worked for me quite well the last time i engaged in this sort of thing, and it isn't published in the standard uninstall/reinstall guidelines.

here it is...

i used the windows add/remove program instead of the nsw (or nav) uninstaller

i did *not* run regcleaner

i left LiveUpdate and LiveReg in place

then...

prior to closing norton applications for the uninstall, i disabled email protection and script blocking.

an awful lot of scripts were being written during the install process (or so the progress updates flashing across my screen were telling me), and by failing to disable script blocking on prior uninstall attempts, i think the new program couldn't load properly.

i wish i could take credit for this last bit of wisdom, but i uncovered it in a symantec kb article.
