There's two questions involved in your two questions (g).

One question pertains to European Union's defense policies ie its intentions separate or independent of Nato. Also known as "those d*n Bruxelles bureaucrates" issue. Here one can feel the US' tendency of wanting to keep the cake and eat it too.

The second question regards the role of UN. It's much easier to do things if states involved agree upon some common minimum. It takes a haegemon to go ahead without reaching a concensus.
