Life is not fair. Attempts to make it REALLY fair are really great failures. Like Communism.
And, BTW, life's unfairness didn't start with Prop 13.
Speaking of unfair, at the time it was passed, assessments were going through the roof; the gov't had found a gold mine. People, including elderly pensioners, were being tossed out of their own homes because they couldn't meet the property tax bill. How fair is that?
here I was paying this woman 3K/mo to rent her house and she got all that cash and had a property tax bill under $800. I was living there, using services no wonder the state is broke. So you wanted to pay more to compensate for an increased property tax bill?
And, BTW, property taxes are HARDLY the only source of gov't revenue in this state. There's 9.3% income tax, 8 1/4% sales tax, car reg fees among the highest in the nation, .....
Has it occurred to you that the more money you give gov't, the more it will spend, and the more bureaucracy it will foist on you?

Say you gave the homeowners who bought since 95 a 20% property tax reduction and reassessed those that were paying taxes below 50% of appraised value, meaning give the people paying high rates a reason to want to take down the freeloaders. Before you can have any hope of repealing 13, there will have to be an ironclad guarantee as to what will replace it. And you'll have to sell that. Good luck. And goodbye, Arnie. Or, eliminate prop 13 for absentee landlords, those people won't get much support in the state, half of them are gone. I have a STRONG suspicion that that has no hope in Hades of standing up in court. I think discriminating against out-of-state businesses and landlords by California is going to getting serious attention in the federal courts.
