Most of what you refer too has to do with SAFETY and I agree. Regulation in the form of INSTRUCTIONS as to how to do things seems a good idea, but regulation as to WHAT to do doesnt. You dont have to convince me as to fiber optic I invested AND LOST mucho $$$ in that area. The problem is if the transmission lines are REGULATED there is NO INCENTIVE for companies to invest to make them better or more efficient. They can make exactly the same %age of cost with the old system as with the new. jdn
