If you or Carl wants to live where it is English Only, you should move to where English Only is spoken .... good luck finding a place like that, in this age of quick cheap transport .... maybe you could just invest a few bucks in quality earplugs and blinders, and solve your problem at lower cost, while ensuring that some traveller muttering a bit of swahili won't be able to damage your delicate eardrums
