The problem is that on a normal days, rail lines subway, Long Island Railroad, Metro North, New Jersey Transit, PATH (Porth Authority Trans Hudson) take an enormous number of people. All of them were shut down. So the only way in or out of Manhattan were car, bus, or by walking. And walking to outer boroughs, you are talking really long distance.

I think NYC needs to bolster its ferry system. During both 9/11 and the blackout, the only system that was working fairly well was the ferry system. It looks to me that it could be a bigger source for the commuting public.
