YZ, this is a killer for the administration, which is why I think they'll continue to drag their feet. The amount of money is probably in the hundreds of billions, not $50 bn. And there is no net-net gain. You just continue to keep going at your current rate. It is like performing routine maintenance on your car. If you don't do it, you will have a big problem. Which we now have. But doing it doesn't make the car run any better than it did when you bought it.
