Much of what you list as 'records' are the result of one of the biggest farces of the century: the Whitewater investigation. Starr led the country on a merry and expensive wild goose chase. Time after time he investigated so called 'scandals', and what did he come up with? Nothing. Clinton blew it by not simply stating initially that he had had sex with 'that woman'. If he had, Starr wouldn't have had a SINGLE thing on Clinton

That's what you get for $70million these days. Nada.

As for the administration with the most individual scandals, the most number of officials that resigned or were convicted, including charges against the Secretary of Defense (who avoided prison by a Presidential pardon):

Ronald Reagan.
