My recollection of the issue was that people would be less reluctant to use a neutron bomb because it would leave the cities in good shape for occupancy. That argument makes sense to me. I would be somewhat less opposed to dropping a bomb on, say, the Middle East or Moscow or Paris or wherever, if I knew that all the cultural landmarks would survive. It's one thing to wipe out the French. It's another thing to destroy the Louvre.
