That the Schumann Foundation lavished 5.5 mil on TAP is well known. That they went through a dramatic design change right afterward is known. That Moyers had at least one guy placed on TAP's board is also known. Exactly how much Schumann continued to fund them is a little obscure, but I'm sure we can find out. So I guess the only question is, to what extent does Moyers control the Schumann Foundation? We can probably discover that through a little googling....
