This whole post Saddam Iraq thing is too funny. Our Gov't was so worried about oil that they forgot the simplest way to get commitment from the Iraqi on the street to the new IRAQ.

1. Electricity
2. Clean Water
3. Security

which would ultimately lead to an opportunistic feeling, a feeling of change for the better on the streets.

All of which are way to easy for us to provide. I bet if we had focused our resources we could have had the first two done in just a couple weeks, most certainly no longer than a month after the combat was "over."

The 3rd would most certainly be ongoing. But, it's funny how when people feel opportunity coming their way they're a lot less focused on causing trouble. It's no more complicated than the KISS principle from a strategy standpoint.
