Process for getting drug to market?

I have been watching Aronex Pharma for sometime and recently made
the plunge and brought into Aronex Pharma.

I am looking for some information on the process of getting
the drug from concept to production. I have been on the wed site
for Aronex Pharma, and there some information on varies stages
the products are in. Obviously the Phase I comes before Phase II.
But what is Phase I/II? What comes after Phase III? When does the
government get involved?

I really think Aronex Pharma has some winner coming down the pipe,
but would like to have a better feel, about the process and time
frames.
