Ted, please read carefully what I wrote. I said most of the decisions would still be made by the feds. I just don't think every decision in every case has to be made by the feds.

Silly? Once again because you say so does not make it true.

Since I won't bet actually money on an internet discussion board with someone I've never met in person, why don't we make a "gentlemans wager". I bet that at the end of Bush's 1st term (and at the end of his second if he has one) spending on the EPA (both real and nominal) and the total amount of active EPA regulations will both be greater then they where in any year under Clinton or any previous president.
