The dominant tactics of the Allies remained to hit military targets to degrade or destroy the war- making power of the other side. By no one's definition is that terrorism. As for justifying the second bomb, that proves that the use of atomic weapons was justified. Think: the demonstration at Hiroshima was not enough to cause capitulation! By the way, even after the Emperor called for surrender, there were munities by junior officers intent upon continuing the war, which were fortunately put down. Considering the prestige of the Emperor, that demonstrates the "to the last man" mentality which would have made invasion of the home islands even more of a bloodbath for all concerned, or resulted in mass starvation and many kamikaze runs if we had merely established a tight blockade........
