re: 40 million low income filers paid zero income tax in 2002 because of it. A single head of household with two kids could effectively wipe out all social security payments and get a refund which is like additional income simply because it exceeds the social security withholding by a large percentage.

And they don't need to use the money for something responsible like making sure their kids have medical insurance coverage. Now we have another Presidential candidate who wants to give those same people free medical insurance for their kids.
