First, I said that it was an act of terror, but that an organization that does not resort to terror ordinarily was not terrorist.

Apart from that, the justification of the use of nukes at the end of WWII had to do with the anticipation of a bloodbath when we tried to take the Japanese Home Islands, one that would itself indiscriminately involve civilians. This was based on our experience in taking Okinawa, where both sides had sustained horrifying casualty rates. Thus, it was determined that the use of the bombs would be more humane than an invasion.

Hirohito did not call for surrender until after the bomb was dropped on Nagasaki. In other words, it took two atomic bombs to get him to call for surrender. Ponder that........
