If there had been no capitulation, more bombs would have been used to eliminate the ability of Japan to wage war. You can argue the cities chosen were to create the most terror or you can argue that undamaged cities were chosen to have the most compelling example of the perils of continuing the kamikaze war against America.

One could not terrorize that population, the emperor was god and life. One could not terrorize the military and the rebellion shows that. Could one terrorize the emperor, maybe or maybe show a guy who thought he was god how futile his war was.
