It's generally accepted economic principle that tax cuts inflate the areas they are applied to. (see Martin Zweig et al) In the case of prop 13, it goes beyond that by reducing supply as well.
If you don't agree then you should support the repeal of prop 13 and other Real Estate Related tax breaks and see if you are right.
