It is really a distinction without a difference.

The terrorist label is often used as an rhetorical device to delegitimise an enemy. Terrorism generally does have a military and political component. Even an attack on a military target is ultimately a method of making the civilian population feel insecure with their government and thereby open to a new one. Napalm and bunker-busters are not necessarily the most efficient weapons, but they did scare the heck out of the Baghdad residents whether they wore a uniform or not. The whole idea behind asymmetrical warfare is to use whatever method negates the advantage of the larger force, not to play by some preset definition.
