They might be two different things, but they are not unrelated. One makes certain assumptions about folks who hang confederate flags, for example, since humans generally have reasons for doing things, and for choosing certain symbols over others. People who carry symbols have reasons for carrying symbols; the carrying of them is not random- so the two things are fundamentally related. So when we see a symbol people of any intelligence will probably make some assumptions about why the symbol is there, and what it means, and why the people who put it there, put it there. Unless you think symbol use is random- do you think that?
