Your wishful thinking is showing through here. Most of the state wants to keep 13. You might get change in the commercial property part. Maybe.

John Coupal, Howard Jarvis Taxpayers Association: "Prop 13 is coming
up on its 25th anniversary. It just doesn't make sense to blame Prop 13
for the current fiscal crisis. It's a result of overspending not a revenue
problem."

Propostion 13 also limited commercial property taxes. But there's much
more support to raise those taxes.

Our poll shows 64 pecent favor changing the commercial property taxes
— 28 percent are against it.

Lee Blitch is the president of San Francisco's Chamber of Commerce.
He says raising property taxes for businesses will have a domino effect.

Lee Blitch, SF Chamber: "You created a feeling we're anti business, the
way we do our taxing. It keeps businesses from moving here. That
means jobs aren't created which means people don't go to stores and
shop. It's a neverending bad cycle and we've got to get out of it."

Lawmakers always talk of changing Proposition 13 when California falls
on hard economic times. So far, it hasn't happened.

Nearly 60 percent of adults and 65 percent of homeowners say it has been "mostly a good thing for California," according to a February survey by the Public Policy Institute of California. Among Republicans, support tops 76 percent.

The people of California who live with Proposition 13 and see how it works still support it. In poll after poll, one as recent as December 1993, California voters say they would vote for Proposition 13 again, by about the same two to one margin passed by in 1978.

I supported Proposition 13 25 years ago, and I support it today. Two months ago I was honored to serve as the keynote speaker at the Howard Jarvis Taxpayer Association Proposition 13 silver anniversary gala.

Wrong. Both will be back. This country and this valley have been through hard times before. If you want to leave, leave. We'll be OK.
