What it appears to be is a similar sort of "creative" solution that DARPA's John Poindexter would be proud of. Psychologically, it is a means of demeaning the local population of Tikrit. It will be interpreted as an insult, and as a sign of barbarity. There's no way in the world that it is meant to be a tonic to the situation. The Pysops guys are essentially trying to egg on the Iraqis in order to justify more gun-play and murder of the locals by our testosterone cowboys.
