It not terror, it doing what is likely to do what help. Destroy the enemy war making capability. You use the tool that make the most sense. If incendiaries will destroy everything, they will destroy the war production. There is a flow of logistics or bombs. Your deliver them with precision if possible or shot gun. The shot gun may take out war production. But having stocks build and waiting takes out nothing.

Shot gun or precision cause damage and own casualties. Someone does a guess and that guess is usually doing something is better than doing nothing. And clearly the Allies made some doing choices that were dumb. And the Allies lost thousands of men.

You take out energy sources, that will impede war production. The weapons used took out buildings and structures. No poison gas or biological weapons specifically targeting civilians were used.

Total War is often a blind machine pointed in the direction of the enemy. You can discuss of shades of nice and noble but in war you destroy whatever untill the other guy cannot fight or decides it stupid to continue.

America was attacked and was at declared WAR. Terrorism to bring such conflict to an end is not in any reality. That of course is if you have a leader in charge. Not a Neville Chamberlain or a bill clinton.
