It's kind of sad, but it seems the majority is always incapable of being objective. Most will advocate whatever gives them an advantage over others regardless of any issue of fairness. Prop 13 is clearly unfair and should be viewed as such whether one wants more or less overall taxation. I happen to prefer lower taxation but I still consider Prop 13 a bit wacky with regard to fairness. Although I support the sentiments that led to its passage (i.e., tie the hands of politicians), I disagree with the unintended consequences (unfair distribution of the property tax burden).

Unfortunately, I am not aware of any law that effectively tied the hands of politicians.
