40-45 percent of the state budget is spent on the education
system. You can't make a case that it's been deprived of funds. Perhaps it's overwhelmed since the native growth rate for the population of California is much lower that there's not enough funds to accomodate the non-native population. I recall in the early 90s there was talk of shutting down schools because of the low birth rate.
