It's probably a lot like Iraq where the cowardly tyrants would hide most of their military weapons in schools and hospitals. These cowards hide behind "shields" - children, innocents. What they lack in military tactics, they make up in PR tactics. Thank goodness there are very few who fall for this crappola.
