The problem is that the UN is in Iraq only as a supporter of the same war aims that the US has, pacification. As long as this is UN policy, they will be targeted the same way that US forces are.

If we give the whole thing up to the UN, the UN may cease to be a target if they announce UN supervised elections as soon as is practicable.

Right now Bush won't do that. I would guess that that is the eventual retreat we will be forced into.
