The rest of the world will be forced to accept the harsh reality of what the world will look like if we the USA cannot make Iraq a success. The world may not come to this understanding easily, but if the situation degrades enough they will come when the cost to everyone will be higher.

A success in Iraq would be defined as some form of representative government that manages to use its oil exports revenues to improve the living standards of the Iraqis and provide real hope that every year will be better than the last. Also success would be establishing a strong enough government that it can attract foreign investment in order to increase oil exports.

The government can attract all the people it needs if the present enlisting program does not entice enough patriots. With all the manufacturing jobs moving to China there are not many opportunities for high school grads. In the military there are plenty of opportunities to learn valuable skills and pay for college. Increasing college tuition support would be an easy incentive to increase recruitent.

In any event I think everyone should get drafted or forced into some kind of service for their country. 2-3 years in Liberia, Korea, Afghanistan, Iraq or some other festering sore and people will understand that most of the world is a brutal ruthless place and presently the USA is doing the vast majority of work on the side of good vs evil.
