Nobody else in "the West" is dumb enough to try Nation-Building anywhere in the Arab world. They tried it, in the 19th Century. The French tried it, in Algeria, until the 1960s. Been there, done that, got the military cemateries to prove it.
They didn't really try "nation building." They tried nation controlling, and rewarding supporters with nations of their very own, especially following WWI with the defeat of the Ottoman Empire. The British govt put together a group of politicians and scholars to decide what to do with the Ottoman Empire. I forget offhand the name of the study that came out of it, but it recommended keeping it together or face long term regional instability. The British promptly ignored it in order to "give" their tribal friends, especially the Hashemites, their own countries. The rest is history.
