It was most likely written by liberal writer... Yes, epa would say you are increasing pollution because you are increasing production thereby putting more parts per million in the year. But I would think if you broke it down on pre maintenance the parts per million were greater than after improved burning etc. since you are getting more produced they may be looking at total production . crazy.
