DEL: I agree with your opinion. Based on the "Form Letter" from the SEC, trading can be halted based on nebulous SEC "concerns" and not any concrete "allegations or findings of wrongdoing". This stated criterion creates the potential for political abuse due to the lack of accountability associated with the definition of "concerns". In effect the SEC can impose a penalty before any allegations have been made. Sounds like guilty until proven innocent to me.
