When Saddam invaded Kuwait, the same international law spelling out his responsibilities as an invader with an army of occupation applied to Saddam.

The UN did not recognize Iraq as having responsibilities as an occupier of Kuwait. It demanded it withdraw from Kuwait.

While the war against Iraq wasn't authorized by the UN, the post-war occupation of Iraq and everything the US is doing there now is.
