Actually, my notion would be to use the latest in TBMs, Tunnel Boring Machines, to do the heavy digging. With 40 foot diameter tubes crisscrossing the country, we could route electricity, high speed rail and other nifty things like a new fiber optic network, coal slurry systems, oil and gas transmission lines, etc.

The basic infrastructure would be a publicly owned right of way, and the other services could be in the private sector.

This would resolve most if not all of the NIMBY and BANANA concerns, provide a means to transport electricity over long distances to urban centers from remote generation stations.

The beauty of this for electricity would be the possibility of utilizing superconductor materials in a very controlled environment for maximum efficiency.
