The Fed will not "clamp down" until Bush has re-election sewn up. That won't be certain until the end of 2004. I would expect a series of 25 and 50 basis point hikes in Fed controlled rates beginning in December 2004. They will probably take very big bites at first. I expect them to be at a discount rate of 4% a year after the election.
