Think of it as the Crusades.

Would a couple of theology professors in an Ivy League school be able to call the next Crusades? Probably not.

If anyone, it would be the Pope or some other influential religious figure with a sufficient following.

Similarly, some guys in an Egyptian university cannot call Jihad.
