You can build tunnels above ground as well as below. It is a matter of economics, technical, and safety considerations.

Somewhere in there has to be a plan to pay off the USA National debt. The plan has to get the USA to a normal international trade arrangement. Balanced books. Fact is that definetly will not happen if every one is sitting on their duff out of work, buying stuff from China with their winnings off the stock market. Plain and very frigging simple. So, Roosefelt New Deal version II will be happening, no other choice as I see it. QED.

Tunnels underground would make the countryside look nice though. Most of the beatup old freeways can be broken up and turned into parks and stuff. There would be a few roads left around for rich people to show off their SUV's of course -g-
