Saddam could have sold Kuwaiti oil on the same terms during his occupation of Kuwait because his army constituted an army of occupation with the same responsibilities and rights of occupation as the US now assumes in Iraq.

You are wrong. Very wrong. You won't find a UN resolution from 1990 saying anything similar to what 1483 said. Although there were UN resolutions at the time on the subject of Iraq's invasion of Kuwait, a lot of them. They said things like this:

RESOLUTION 660
2 August 1990
.....
2. Demands that Iraq withdraw immediately and unconditionally all of its forces to the positions in which they were located on 1 August 1990;

The next UN resolution a few days later slapped an embargo on ALL SALES from both Iraq and Kuwait:

Adopted by the Security Council at its 2933rd meeting on 6 August 1990
.....Decides that all States shall prevent:
(a) The import into their territories of all commodities and products originating in Iraq or Kuwait exported therefrom after the date of the present resolution;

See. The above is the exact opposite of what you claimed. Contrary to what you said, Saddam had no internationally recognized rights of occupation of Kuwait. For someone with very strong opinions you don't seem very well informed.

Second, Saddam wasn't occupying Kuwait in 1990-1991. He annexed Kuwait into Iraq, although no one else in the world accepted that as legitimate. The US OTOH supports and recognizes Iraq's sovereignity and is working to help Iraqis establish an independent government.
