Most definitely. I will venture an example as risky as that can be.

Let's go to the back yard barbeque scenario again. Let's say you are attempting to be inclusive but you can't invite everyone in the neighborhood. So in your most PC diversity attempt you invite the hispanic couple, gay couple, black single guy and white single girl etc. There should be no way Miss Manners could accuse you of insulting your neighbors, by being non-inclusive.

Your Japanese neighbor did not get an invite and has noticed your proudly displayed WWII flags and paraphenalia. This neighbor feels left out and is thinking its because of your dislike for his type of guy. He is a buddy to the hispanic man and friendly with the other peops at your party. He thinks he should have been included as a freind of friends, and given a chance to show you what a regular guy he is.

You never even thought about it. You haven't had a chance to get to know this person and are shocked to find that they were insulted.

Whether you intended it or not harm is being felt. As I said before it is not an automatic conclusion that you have wronged the person. And, you have some choices, once you obtain this information.

Another example is if the barbeque is a prelude to a Bible study and prayer group. You have gone to your Arab Muslim neighbor's house with tracts of Bible literature and been dismissed from the porch on each occassion. The Arab doesn't know that the nature of your evenings entertainment and so assumes you just don't like Muslims or Arabs. 'X' arranges a rally against you for having "Exclusionary" barbeques.
