Sacramento area high school has been taken over by the neighborhood and turned into a charter school sacbee.com nl.newsbank.com I follow this, having bought rental homes in the area, which have escalated multifold in value in 3 years, partly due to this improvement. This was helped by a wealthy NBA star putting together the group and donating surrounding property, as well as Starbucks donating money and putting in a coffee shop. The teachers unions put up a ferocious fight, but are losing. BTW, Arnie won't change things in the budget, since those require 2/3rds vote to amend the constitutional requirement to spend 1/2 state funds on education. The changes have to come from the neighborhoods fighting against bureaucracy.
