[[Here's an interesting bit of Wall Street history - buyandhold.com ]] Ken Lay is protected from prosecution as long as George Bush and John Ashcroft are in office. Bush likes the bribes, and Ashcroft would prefer to kick in the teeth of visa violators and civil libertarians.
