The invasion of Iraq was said by the administration to be about WMDs (which was a lie) then about "freeing" the Iraqi people (another lie). Assertions made about connections to the terrorists involved with the attack on America were also lies.
The view that the combat in Iraq had anything to do with "waging the war on terror" is where your own naivete shows.
Of course, now that dubyaMD bush has allowed the neocon fascists to deposit American troops in Iraq to the tune of 1/2 TRILLION tax dollars to be funneled to Halliburton etc, the threat of terrorism against Americans has increased.
Or was "Bring 'em on" supposed to be such a macho statement that terrorism would run and hide? Everything the idiots in the administration are doing is directly at odds with the concept of DECREASING the threat of terrorism.
Decreasing terrorism and declaring war on terrorism are 2 different things. If the goal of declaring war on terrorism is to decrease the threat...these guys in the White House couldn't have screwed it up more. The list of countries that have decided to NOT send any of their own troops into the area demonstrates how badly shrub has screwed it up. The belligerance shown by the neocons to the rest of the world to begin with was a big indication of just how stupid the neocons actually are. Since then the stupidity keeps compounding.
